Remains found in California cabin after standoff with fugitive

ANGELUS OAKS, California (Reuters) - A massive California manhunt for a fugitive former cop looked to have ended on Wednesday after authorities found human remains in the charred ruins of a cabin where he was thought to have holed up.

The cabin in the mountains above Los Angeles went up in flames after the gunman, suspected of a killing spree that has targeted police and their families, took refuge following a car chase with police, officials said.

Police were awaiting forensic analysis to confirm the body was that of Christopher Dorner, the subject of the six-day manhunt that has ranged across southern California.

But San Bernardino County Sheriff's spokeswoman Cindy Bachman told reporters the man who barricaded himself inside the cabin and exchanged gunfire with officers was thought to be Dorner, 33.

"We believe he was still inside," she said.

A sheriff's deputy was killed in the shootout in the snow-covered, wooded hills of the San Bernardino National Forest, northeast of Los Angeles, bringing to four the number of killings Dorner is suspected of committing. A second sheriff's deputy was wounded in Tuesday's gunfight.

An angry manifesto posted last week on Dorner's Facebook page claimed he had been wrongly terminated from the Los Angeles Police Department in 2008. He vowed to seek revenge by unleashing "unconventional and asymmetrical warfare" on officers and their families.

Tuesday's climax to the saga unfolded after police learned that a gunman they believed was Dorner had broken into a home near the ski resort community of Big Bear Lake, tied up a couple and stolen their vehicle.

State game wardens later spotted the vehicle and gave chase. The suspect crashed the car, then commandeered a pickup truck at gunpoint from another motorist, said Lieutenant Patrick Foy of the state Fish and Wildlife Department.

EXCHANGE OF FIRE

As game wardens pursued him, the suspect fired at them from the window of the truck, and one of the game officers stopped his truck and fired back with a high-powered rifle, Foy said, adding that he did not know whether the man was hit.

Officers got close enough at one point during the chase to recognize the driver as Dorner, Foy said, before he abandoned the pickup and fled on foot into the woods to a cabin believed to be vacant, where he holed up inside and exchanged fire with sheriff's deputies.

After a lull in the gunfire, the cabin suddenly caught fire, with smoke and flames seen engulfing the structure. Loud popping sounds could be heard from inside.

Dorner's last confirmed encounter with authorities came last Thursday, when police said he ambushed two policemen at a traffic light in Riverside, about 60 miles east of Los Angeles. One officer was killed and the other wounded.

The former U.S. Navy officer is also suspected of exchanging gunfire on Thursday with police and wounding one officer in nearby Corona.

Dorner first came to public notice last Wednesday when police identified him as a suspect in the slayings of a campus security officer and his fiancee, the daughter of a retired Los Angeles police captain. In the manifesto posted on his Facebook page, Dorner blamed the captain for his dismissal from the LAPD.

Authorities posted a $1 million reward for information leading to Dorner's capture, an amount they said was the largest ever offered in a Southern California criminal investigation.

After suffering an ankle injury Saturday night in Jacksonville, Alex Morgan will miss tonight?s U.S. Women?s National Team game in Nashville, the second of a two-match series against visiting Scotland. The U.S.?s goal-scoring star was left out of head coach Tom Sermanni?s 18-woman team?announced by U.S. Soccer last night.

Morgan?s left ankle was injured just before halftime of Saturday?s 3-1 win in a tackle with Scottish midfielder Jo Love. The 23-year-old immediately went down, was carried from the field by two members of U.S. Soccer?s training staff, and was replaced by Sydney Leroux.

According to U.S. Soccer, Morgan was able to train on Monday and Tuesday but is being withheld from the team for precautionary reasons.

Morgan?s absence will be balanced by the return of three regular starters, with three other camp invitees set to see their first game action under the new U.S. coach.

Hope Solo, who missed the match in Jacksonville with a slight calf strain, returns to the team. The team?s first choice goalkeeper likely starts ahead of Saturday?s No. 1, Jill Loyden. Nicole Barnhart, who played the second half of on Saturday, misses today?s 18.

Rachel Buehler and Megan Rapinoe missed Saturday?s game after being late arrivals to the Jacksonville camp. Rapinoe is returning from her duties with European champions Olympique Lyonnais while Buehler missed the start of camp for personal reasons. Both players, regular starters under Pia Sundhage, make Sermanni?s Nashville squad.

Defenders Crystal Dunn and Whitney Engen along with midfielder Lori Lindsey failed to make Saturday?s team but have been handed spots for tonight?s match at LP Field. Becky Sauerbrunn and Julie Johnston give up their from Saturday?s squad.

Along with Christen Press, who is off to an unsustainably great start to her national team career, Dunn and Engen will be?players to watch.

Dunn, who helped lead North Carolina to last year?s national championship, is the reigning MAC Herman trophy winner. Only 20 years old, the defender has a chance to move into the picture ahead of Canada 2015. Tonight, she should see her first senior national team cap.

Engen, a North Carolina alum, was on the cusp of breaking through with Sundhage?s teams but always got caught in the numbers game. After impressing in WPS, she?s moved to England to help raise the profile of Liverpool FC?s women?s team. A central defender who can also play on the left, the 25-year-old Engen is closer to be regular contributor now.

The Worsening Private Student Loan ?Debt Bomb?: The Next Foreclosure Crisis?

NACBA first sounded the alarm on the rising amount of student loan debt with its 2012 report, ?The Student Loan 'Debt Bomb': America?s next Mortgage-Style Economic Crisis??

Even in the best of economic times when jobs are plentiful, young people with considerable debt burdens delay important milestones such as buying a car, purchasing a home, getting married and starting a family. Racking up student loans in middle age is even more troublesome; parents and other family members who take out loans for children or co-sign loans will find those loans more difficult to pay as they stop working and their incomes decline. This concern is echoed by bankruptcy attorneys from across the country who report that what they are seeing at the ground level feels too much like what they saw before the foreclosure crisis crashed onto the national scene: more consumers seeking their help with unmanageable student loan debt, and with no relief available.

The Consumer Financial Protection Bureau (CFPB) has also raised concerns surrounding the private student loan industry in its 2012 report, in which the CFPB recommended potential changes for the treatment of private student loans in bankruptcy proceedings: ?The absence of consumer protections on private loans comparable to that available on Federal student loans, combined with the current restriction on bankruptcy discharge, leave those private student loan borrowers who face extreme financial distress with no last resort for economic relief, even in dire circumstances, such as borrower death on cosigned loans.?

U.K. lawmakers: Horsemeat discoveries "tip of the iceberg"

LONDON (Reuters) - Discoveries so far of horsemeat in products sold as beef are likely to be the "tip of the iceberg", a parliamentary report into the scandal said on Thursday.

"The scale of contamination emerging in the meat supply chain is breathtaking," said Anne McIntosh, a legislator who chairs the cross-party Food and Rural Affairs Committee, which published the report. "More revelations will doubtless come to light in the UK and across the European Union."

Growing revelations about the use of horsemeat in products labelled beef have raised questions about the safety of the European food supply chain and prompted governments to send out a European Union (EU)-wide alert.

The EU's health chief said on Wednesday all companies that have handled falsely-labelled horsemeat were under suspicion, adding that the European Commission was considering strengthening EU rules on product labelling.

The British parliamentary report concluded there were strong signs horsemeat had been intentionally substituted for beef.

"British consumers have been cynically and systematically duped in pursuit of profit by elements within the food industry," it said.

The issue first came to light on January 15 when routine tests by Irish authorities discovered horsemeat in beef burgers made by firms in Ireland and Britain and sold in supermarket chains including Tesco, Britain's biggest retailer.

Concern grew last week when the British unit of frozen foods group Findus began recalling its beef lasagne on advice from its French supplier, Comigel, after tests showed concentrations of horsemeat ranging from 60 to 100 percent.

UNABLE TO RESPOND

"While this is primarily a food labelling issue, the suggestion of fraud on a massive scale, suggests that measures must be put in place now to prevent any further contaminated meat entering the food chain," the report said.

It said Tesco and other major retailers had let consumers down by selling contaminated products, while regulator the Food Standards Agency (FSA) and the government had been caught flat-footed by the scandal and unable to respond effectively.

The report said the British government needed to find the right balance between affordable food prices and regulations that ensure transparency and quality.

It recommended the FSA be given statutory powers to require producers to undertake testing and wants the agency to undertake a broader spectrum of testing for products found to have the highest levels of contamination, to provide assurances they do not contain other non-bovine DNA or substances that could be harmful to human health.

It said all results must be reported to the FSA, whether mandated by the Agency or carried out independently.

"The consumer cannot be left to face a Catch-22 where they can either pay for food that complies with the highest standards of traceability, labelling and testing, or accept that they cannot trust the provenance and composition of the foods they eat," said McIntosh.

YANGON, Myanmar ? A passenger jet missed an airport runway in heavy fog and landed in a rice paddy, killing two people on the ground and injuring 10, state television in Myanmar said Tuesday.

The pilot of the Air Bagan plane touched down beyond Heho airport in Shan state, killing an 11-year-old passenger and a motorcyclist on the ground, MRTV said.

Four foreigners and the pilot were among the injured. The plane was carrying 63 passengers, 51 of whom were foreigners. MRTV said.

Air Bagan is one of five airlines operating domestic routes in Myanmar.

Owned by Tay Za, a local tycoon blacklisted by the United States for his alleged links to former military regime, Air Bagan was the country's first privately run carrier when it was established in 2004.

Agence France Press (AFP) reported that the aircraft - one of two Fokker-100s in the Air Bagan fleet - was forced to make an emergency landing two miles from Heho airport, which is the gateway to the popular tourist destination of Inle Lake.
